Upland Assistant City Manager to Lead Statewide Finance Organization

Stephen Parker elected President of the California Society of Municipal Finance Officers

Upland, CA —  The City of Upland is proud to announce that Assistant City Manager Stephen M. Parker, CPA, has been elected President of the California Society of Municipal Finance Officers (CSMFO) for the 2026 term.

The California Society of Municipal Finance Officers is a statewide organization dedicated to promoting excellence in government financial management through education, networking, and leadership. Parker’s election reflects both his professional expertise and the respect he has earned among his peers across California. This statewide leadership position is in addition to his role as Assistant City Manager for the City of Upland and underscores his commitment to advancing best practices in municipal finance while continuing to serve the Upland community.

Parker has served as Upland’s Assistant City Manager since April 2020, overseeing Finance, Information Technology, Human Resources and Risk Management, and Recreation and Community Services, along with and the Library and Animal Shelter contracts. He previously served as Acting City Manager, guiding all city departments and advancing key operational initiatives.

Before joining Upland, Parker held leadership positions in governmental finance and administration, including Assistant City Manager for the City of Stanton and Finance Director for Yorba Linda Water District. His extensive experience includes more than 15 years of service with CSMFO, where he served on the Board of Directors from 2020 to 2022 and participated on several committees focused on professional development and fiscal sustainability.

Parker earned his Bachelor of Science degree in Business Administration with an emphasis in Accounting from Biola University and is a licensed Certified Public Accountant.

“Stephen’s leadership and financial expertise have been instrumental in strengthening Upland’s operations and fiscal management,” said City Manager Michael Blay. “His election as CSMFO President not only honors his professional achievements but also gives the City of Upland a voice in regional and statewide conversations about public finance, best practices, and innovation.
